(1) Vendor needs to provide property tax payment solution for the county collector of revenue, including online bill presentment and payment, taxpayer communications, electronic receipts, returned–payment and exception handling, reconciliation reporting, and integration with the Devnet tax system.• Provide taxpayer–friendly online bill search and presentment allowing taxpayers to locate real estate and personal property tax bills and complete payment through guest checkout while also providing support for optional registered accounts.• Support payment of multiple parcels or bills in a single checkout, with penalties and interest calculated and displayed accurately from the tax system at the time of payment.• Accept payments by credit/debit card and eCheck/ACH. Support digital wallets, pay–by–text, phone/IVR, and counter or point–of–sale enhancements.• Support scheduled payments, automatic payments, and payment plans that can be configured to meet county requirements.• Provide direct payment links embedded in email and SMS/text communications that take the taxpayer directly to the applicable bill or payment workflow, subject to county–approved security and authentication controls.• Provide configurable, automated email and SMS/text communications including bill availability notices, payment reminders, due–date and delinquency reminders, payment confirmations, and failed–payment notifications, each with county–controlled content and timing.• Provide paperless billing enrolment and configurable enrolment prompts within taxpayer–facing workflows.• Provide eCheck/ACH validation controls consistent with requirements, to reduce acceptance of invalid payment information.• Retrieve taxpayer, parcel, bill, and balance data such that amounts due, including penalties and interest, are accurate at the time of presentment and payment.• Provide daily deposit and settlement reporting that reconciles to bank deposits, with transaction–level drill–down sufficient to identify the specific payment causing a discrepancy without batch–by–batch searching.(2) All question must be submitted no later than August 24, 2026.(3) A contract period will be for one year.
