DRA-11857 - USA (Montpelier, Vermont) - Cost-of-Service and Return on Equity Analysis Services - Deadline November 6,2026

(1) Vendor needs to provide cost–of–service and return on equity analysis services to the government authority located in Montpelier, VT.– Cost–of–service base rate filing, including its proposed cost of capital, capital structure, and return on equity.– Regulatory compliance, financial integrity, and alignment with public policy objectives.– All aspects of regulatory analysis and testimony, including preparation of discovery, evidentiary hearings, and policy recommendations to the commission.– Review of capital expenditures and plant–in–service forecasts.– Review of tax, depreciation, and financing cost components.– Participating in technical hearings, providing live testimony subject to cross–examination, and assisting with cross–examination of opposing witnesses.– Evaluation of operations and maintenance, administrative, and general expenses.(2) All questions must be submitted no later than October 23, 2026.(3) The contract period will be for four years.
