(1) Vendor needs to provide investment strategy services.• Develop public and stakeholder engagement plan.• Digital outreach (website content, news releases, email blasts, postcards, social media content, images), etc.• One–on–one stakeholder meetings.• Minimum of two sets of three in–person public meetings (formats to be determined as the project progresses) held at different locations across the study area.• Minimum of one remote public meeting.• Two online Surveys) and one Interactive Comment Map.(2) A pre–bid conference will be held on June 16, 2026.(3) A contract period will be for one year.
