(1) Vendor needs to provide cloud–hosted electronic procurement software. • Electronic procurement software solution to include software licensing, maintenance and support.• Software solution to increase efficiencies in the solicitation and submissions of offers, the provision of revisions or addenda to advertisements of offer documents, the use of reverse auctions, and other related practices utilized in the determination of lowest responsible and responsive bidders• Ability to upload and save onto the platform any completed forms, disclosures and certifications• Ability for bidders to electronically transmit, and the county to receive, all documents responsive to and required to be submitted either with the offer or before the contract award.• Platform–related help desk support for prospective Bidders and the County through the internet, e–mail, and at least one toll–free telephone number.• Ability to download and print each submission package, tabulate offers into a spreadsheet format, publish bid results and award decisions online as desired by the county.• The E–Procurement platform will remain in conformity with all current federal, state, and local laws and regulations, and shall adjust their platform capabilities to conform to any future changes in laws and regulations.• The E–Procurement platform must allow for additional customizable options for fields, tabs, pages, etc. to accommodate the County on its submission requirements as needed.
