The People’s Republic of China has received financing from the World Bank toward the cost of China Food (Shandong Yantai Aquatic Products) Safety Demonstration Project , and intends to apply part of the proceeds toward payments under the contract [1]for YT-GS-4B: Capacity Building for Digital Food Safety Supervision. 2. The CITIC International Tendering Co., Ltd. now invites sealed Proposals from eligible Proposers for the following Information System and related services. Contract No. and Name: YT-GS-4B: Capacity Building for Digital Food Safety Supervision Source of F un ds : World Bank Loan Key Contents of the Contract: Aquatic Product Quality Traceability Platform, Foodborne Disease Surveillance System, Municipal Food Safety Big Data Platform, Food Safety Supervision Platform, and Food Safety Public Service Platform. Reference budget: CNY 19.25 million Delivery Time: 12 months 3. The procurement process will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (December 2020) (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80 % and for Bid cost: 20 %. 5. The request for proposals document in Chinese may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY 1500. 7. Qualifications requirements are as follows. History of non-performing contracts : Non-performance of a contract did not occur as a result of Proposer’s default since 1st January 2021. Suspension: Not under suspension based on execution of a Proposal Securing Declaration or Proposal Securing Declaration pursuant to ITP 4.7 and ITP 20.1 Pending Litigation : Proposer’s financial position and prospective long term profitability still sound according to criteria established in 2.3.1 below and assuming that all pending litigation will be resolved against the Proposer. Litigation History: From January 1, 2021 to the proposal submission deadline,the total amount of pending claims, arbitration, or other litigation shall not exceed 50% of the proposer's net assets. Note: The proposer shall provide accurate information in the proposal reflecting any litigation or arbitration arising from contracts completed or being performed over the past five (5) years. A continuing history of such occurrences against the proposer or any JV member may result in rejection of the proposal. Bank’s SEA and/or SH Disqualification: At the time of Contract Award, not subject to disqualification by the Bank for non-compliance with SEA/ SH obligations. Historical Financial Performance : Submission of audited balance sheets or if not required by the law of the Proposer’s country, other financial statements acceptable to the Purchaser, for the last [3 ] years (2022-2024) to demonstrate the current soundness of the Proposers financial position and its prospective long term profitability. Average Annual Turnover : Minimum average annual turnover of CNY 48 million, calculated as total certified payments received for contracts in progress or completed, within the last( 3 ) years(2022-2024) . Financial Resources: (i) The Proposer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements for the contract estimated as CNY 9.5 million for the subject contract(s) net of the Applicants other commitments. (ii) The audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Employer, for the last 3 years shall be submitted and must demonstrate the current soundness of the Proposer's financial position and indicate its prospective long-term profitability. General Experience : Experience under Information System contracts in the role of prime supplier, management contractor, JV member, or subcontractor for at least the last____five____ [__5__] years prior to the applications submission deadline. Specific Experience : A minimum number of 3 similar contracts specified below that have been satisfactorily and substantially completed (substantial completion should be based on at least 80 percent or more completed) as a prime contractor, joint venture member, management contractor or subcontractor between January 1,2023 and Application submission deadline: (i) 3 contracts with total value equal or more than CNY 40 million, with at least one contract for CNY 15 million; (ii) Each contract should include the following key areas: 1.Experience of implementation of IT platforms for government institutions; 2.Experience of integration of different IT applications, data sources and other digital; inputs to generate a comprehensive decision making dashboards; 3.Confirmation that no failures of previous IT platforms have occurred. Qualification Requirements: (1) Holding a Capability Maturity Model Integration Level 4 (CMMI4) certification or above; (2) Holding a CCRC Information Security Service Qualification Certification (Information System Security Integration Service) Level 2 or above; (3) Holding ISO 9001 Quality Management System Certification, ISO 27001 Information Security Management System Certification, ISO 20000 Information Technology Service Management System Certification, and ISO 14001 Environmental Management System Certification. 8. Proposals must be delivered to the address below on or before 9: 30 am, July 8, 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 9: 30 am, July 8, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.. 9.
