(1) Vendor needs to provide renewable energy code development and land use study consultant service to the government authority located in Spokane, WA. – Provide technical assistance, supporting agency professional planning staff in crafting the development of a renewable energy development code.• Leading community engagement efforts for the project.– Create a community engagement plan that will help guide stakeholders and tribal engagement throughout the duration of the project.– Facilitate community engagement public forums for public outreach including the creation of materials/graphics.• Lead an environmental study to ensure that the townships and ranges that are part of agency's land use study are environmentally viable as well as any additional analysis to confirm and refine the area that the county selected at a more detailed and advanced environmental review.– Land use study – An environmental viability review of agency's original land use study. – Environmental constraints review: Further refinement of the current land use study and additional review of what areas in agency would be suitable for renewable energy development.• Lead in crafting development regulations to support renewable energy development in the areas decided by the land use plan.– Finished development regulations for renewable energy in the areas decided by the land use plan.• Staff training: Lead in creating a permitting guide for local planners to implement the development regulations while also training planners on how to implement the development regulations.– Finished permitting guide to ensure that development regulations are effectively implemented.– Consultants will train planners how to implement the development regulations to help create more staff efficiency.(2) All the questions must be submitted no later than September 9, 2026.
