(1) Vendor needs to provide surplus and vacant land framework development and implementation service to the government authority located in Cambridge, MA. • Strengthens the City’s capacity to manage its land portfolio in alignment with corporate, financial, and strategic planning objectives.• Establish a clear communications and reporting approach aligned with City governance structures.• Provide high–level market analysis relevant to the City’s portfolio of vacant and underutilized lands, including development trends, land value considerations, and economic conditions.• Apply the framework to a selection of sample City–owned properties to test and validate its effectiveness.• Provide recommendations to inform a future land acquisition and disposition policy.• Identify opportunities to reinvest value derived from surplus land assets into strategic economic development and community–benefit initiatives.• Provide advice on best practices for land portfolio governance, including decision roles, escalation pathways, and approval thresholds.(2) All the questions must be submitted no later than June 30, 2026.
