REQUEST FOR EXPRESSIONS OF INTEREST (FRAMEWORK AGREEMENTS FOR CONSULTING SERVICES ) Lebanese Republic Council for Development and Reconstruction (CDR) Lebanon Emergency Assistance Project (LEAP) Reference No.: FA-CS-BLDG (PARTIAL DAMAGE) Assignment Title: Framework Agreemtns for the Design, structural assessment, rehabilitation and construction supervision of public buildings affected by varying levels of damage (slightly, partially damaged) The Lebanese Republic (hereinafter called the “Borrower”) has received financing in the amount of US$250 million from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Lebanon Emergency Assistance Project (LEAP). The Council for Development and Reconstruction (CDR), acting as the executing agency on behalf of the Government of Lebanon, intends to apply part of the proceeds of this financing to eligible payments under contracts for consulting services under Framework Agreements. The consulting services (“the Services”) involve engaging Design & Supervision Consultants under Framework Agreements for several contracts to Design, structural assessment, rehabilitation and construction supervision of public buildings affected by varying levels of damage (slightly, partially damaged across Beirut & Mount Lebanon, Bekaa, and South Lebanon The Framework Agreements will be concluded through a Two-Stage Selection Process and the consulting services shall include the preparation of: Task 1: Structural Validation and Damage Assessment Task 2: Supporting the Environmental and Social Framework Task 3 a - Design of Slightly Damage b - Detailed Design for Moderate and partially damage Task 4 Support to Procurement and Contracting Process Task 5 Construction Supervision The Framework Agreement will be signed for a duration of Thirty-Six (36) months with multiple qualified engineering consultancy firms. Specific assignments will be awarded as Call-Off contracts across distinct Call-Off Modules (ranging from slight to moderate damage levels) on an as-needed basis. The full version of the Terms of Reference (TOR) can be found on the CDR website at: https://www.cdr.gov.lb/en-US/Procurment.aspx The Council for Development and Reconstruction (CDR) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultant Brochures may also be included in the submission. The shortlisting criteria for Stage 1 evaluation are: 1. Firm Legal Standing & Core Buisness and Years of Experience Legal registration and authorization to operate in its country of incorporation, demonstrating financial soundness. Legally established consulting firm (or lead member of a Joint Venture of maximum two (2) members) with a minimum of Fifteen (15 ) years of demonstrated experience in design and supervision services for buildings projects. (preferably Public Building) 2. Specific Technical Experience : Design: Experience with at least three (3) projects of building designs within the last ten (10) years, with one involving detailed assessment and structural evaluation of damaged buildings (slightly, partially), including designs, technical specifications, Bills of Quantities Of buildings. Building Rehabilitation Design experiences have added advantage. Supervision: Experience as Lead Engineer/Supervision Consultant on at least two (2) projects within the last ten (10) years involving construction supervision and contract management of Buildings Proven experience with Lebanese technical/regulatory frameworks. Experience under international financing institutions (including World Bank standards and Guidelines) is considered as an advantage. 3. Key Staff Pool & Quality Management (Stage 1 Requirements): Submission of an accessible Key Experts pool available on an "on-call" basis. A standard Quality Management Approach and preliminary methodology 4. Organizational & Managerial Capacity: Demonstrated organizational and managerial capacity, including adequate in-house technical resources and project management systems to deliver assessment, technical verification, rehabilitation, repair, strengthening, and design services for slightly to partially damaged public buildings, including multiple sites concurrently. Submission of a Quality Management Approach (maximum ten (10) pages) describing the Firm’s standard procedures, organizational arrangements, and quality assurance and quality control mechanisms for condition assessment and technical verification; feasibility and rehabilitation studies; architectural, structural and seismic assessment and design; MEP assessment and design; preparation of technical specifications, BOQs, cost estimates, tender documents; and construction-related technical services for slightly to partially damaged public buildings. Interested consultants are requested to keep their EOIs to a maximum of twenty-five pages. Please note that at this shortlisting stage: Technical and financial proposals are not requested. Key Experts, if proposed for the assignment, will not be evaluated. Requests for clarification on the REOI or TOR may not be replied to at this time, as the allocated time for submission of EOI does not permit such exchanges. The shortlist shall comprise five (5) to eight (8) consulting firms. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting Services and Consulting Services, dated February 2025, setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a Joint Venture, all partners shall be jointly and severally liable for the entire contract if selected. Shortlisted Consultants will be invited to submit their proposals, upon which a Consultant will be selected in accordance with the (LCS) described in the “World Bank “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting services” dated February 2025 and to be specifically set out in the Request for Proposals. Shortlisted Consultants will subsequently be invited to submit proposals under the Framework Agreement selection process in accordance with lcs the Quality Based Selectionmethod described in the World Bank Procurement Regulations for IPF Borrowers (February 2025). The deadline for receiving Expressions of Interest shall be by Tuesday, September 22nd, 2026 at 12:00 noon Beirut local time.
