(1) Vendor needs to provide senior manager, strategic planning and program management services.• Manages and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and the Engineering director; and trains staff in operations, policies, and procedures.• Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that assigned employees have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.• Communicates with the board and public regarding planning, construction, and procurement issues; communicates with board regarding approval and status of engineering projects.• Provides technical guidance on projects using an understanding of water withdrawals, discharges, water plants, wastewater treatment plants, distribution system, conveyance system, permits, and asset management practices to support execution of strategic master plan projects.• Coordinates project meetings, communications, and work activities between key business units, project teams, government agencies, and other participants; assists in resolving problems or conflicts; recommends solutions to problems and facilitates implementation; and prepares and executive summaries and reports for presentation to officials, boards, and others as requested.(2) This is not RFP; this is job posting.
