Specific Procurement Notice (SPN) Request for Bids Framework Agreement(s) for Goods (One-Envelope Bidding Process) Procuring Agency: Federal Board of Revenue (FBR), Government of Pakistan Country: Pakistan Name of Project: Pakistan Raises Revenue Program Framework Agreement Title: Procurement and Installation of External Electrification Systems for Digital Enforcement Stations (DES) at Indus Sites, Phase-I (10 Sites) RFB Reference No.: 3(7)/2026-Addl-Dir(P&F) / PK-FBR-565389-GO-RFB Loan No./Credit No./Grant No.: 7867-PK The Procuring Agency, Federal Board of Revenue (FBR) has received financing from the World Bank toward the cost of the Pakistan Raises Revenue Program (PRRP), and intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for the Procurement and Installation of External Electrification Systems for Digital Enforcement Stations (DES) at Indus Sites, Phase-I (10 Sites) concluded through this RFB Procurement process. The Procuring Agency is undertaking Procurement with a view to concluding Framework Agreements. The Procuring Agency now invites sealed Bids from eligible Bidders for Procurement and Installation of External Electrification Systems for Digital Enforcement Stations (DES) at Indus Sites, Phase-I (10 Sites) vide Framework Agreement, at various locations mentioned in the bidding document. This procurement will result in a Framework Agreement for each Lot with a Framework Supplier. Technical specifications, unit rates, contractual terms and conditions shall be finalized during the Procurement process. Call-off Contracts shall be issued as administrative Work Orders for identified sites. The selection of a FA Supplier to be awarded a Call-off Contract will be done through the Procurement process as defined in Framework Agreement. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, Fifth Edition, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bidders may submit Bids for one or more of the Lots. Each Lot shall be evaluated independently and a separate Framework Agreement shall be concluded with one successful Bidder for each Lot. Bidders shall quote for 100% of the requirements of the respective Lot(s) and sites. Partial bids for incomplete quantities for a lot or sites within a Lot shall not be permitted. The Framework Agreement shall be implemented through site-specific Call-off Contracts to be issued based on actual site readiness and operational requirements during the Framework Agreement Term. Each Bid shall be accompanied by a Bid Securing Declaration as provided in the Bidding Documents. The Framework Agreements shall be concluded for a Term ending on 30th June 2027 from the commencement date stated in the Framework Agreement. The Initial term may be extended for the same period for which the project may be extended. Interested eligible Bidders may obtain further information from Federal Board of Revenue, Procurement Specialist, PRRP having email procsp.prrp@fbr.gov.pk and inspect the Bidding document during office hours 1000 to 1600 hours at the address given below . The Bidding document in English may be downloaded from (https://fbr.gov.pk/tenders) without any fee(s)/ charge(s). Bids must be delivered to the address below on or before 8th October 2026 by 1100 hours. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 8th October 2026 at 1130 hours. A Pre-Bid Meeting shall be held on 1st September 2026 at 11:30 AM (Pakistan Standard Time) at FBR House, Constitution Avenue, Islamabad. Bidders may also participate virtually through the link provided in the RFB. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s/bidders’ beneficial ownership, as part of the publication of the conclusion of framework agreement notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
