(1) Vendor needs to provide compensation analysis study services to the government authority located in Massachusetts.• Market Competitiveness:– Conduct benchmarking to include compensation data as a primary benchmarking source, in addition to open check book salary data, public higher education institutions, and other identified public and private peer organizations.• Internal Equity:– Gather and review internal compensation data.– Assess internal pay equity across state titles, comparable positions, and employee demographics, including compensation, years of service, race, ethnicity, gender, and educational attainment for approximately 450 benefited employees of which approximately 90% are represented by one of three unions.• Salary Structures:– Propose criteria to identify and classify comparable positions and recommend an approach to evaluation.– Identify and classify comparable positions.– Evaluate the appropriateness of existing salary ranges including positions eligible for a pay premium based on specialization, market demands, capacity needs, or other factors in alignment with a competitive compensation philosophy.(2) All the questions must be submitted no later than September 21, 2026.
