(1) Vendor needs to provide technical consultant service to the government authority located in Washington, DC. • Technical consultancy to assist the client across engineering, operational, commercial and financial matters covering the assessment of the airport’s infrastructure, operations and performance.• Performance monitoring and enforcement framework report: benchmark of existing framework, revised KPIS and service–quality standards, monitoring of investment schedule and operational performance, investment completion criteria, graduated contractual remedies, independent verification• Negotiation and detailed term sheet support: technical, demand/commercial and financial inputs to the assessment of proposals and counterproposals, negotiation of the concession terms and conditions, and support to the preparation of the detailed term sheet.• Financial model: independent shadow financial model (traffic, revenue, tariffs, opex, capex, financing and taxation), sensitivities, assessment of existing financial proposal, review of financing assumptions and capacity to finance the investment program, alternative tariff, concession payment and value–sharing options.
