(1) Vendor needs to provide general legal services to the government authority located in Espanola, NM. – Provide comprehensive general legal services to the agency, including but not limited to, legal advice and representation, drafting and reviewing legal documents, and attending agency Council meetings.• General Legal Services:o Provide legal advice and counsel to the City, its officers, agents, and employees.o Prepare and review contracts, ordinances, and resolutions.o Draft legal documents related to land ownership and land use issues, including but not limited to deeds, grants of easement, and right–of–way agreements.o Offer legal advice on personnel matters, contract disputes, intergovernmental cooperation, and related agreements.o Provide counsel on municipal utility law and policy, and public finance.• Representation in Administrative Proceedings:o Represent the agency in administrative proceedings before administrative agencies.• Oversight of Specialized Legal Services:o Provide oversight for services provided by other attorneys or law firms representing the agency in specialized areas such as water rights issues and insurance claims.• Lobbying Services:o Lobby on specified issues before the State Legislature and other public entities as required.(2) All the questions must be submitted no later than September 9, 2026.
