(1) Vendor needs to provide accounting, auditing expertise and technical advisory services to the government authority located in Pasadena, CA.• Provide accounting auditing expertise and technical advisory services to re–imagine and provide a best–in–class external audit function.• Agency external audit function to identify gaps or excesses in audit coverage, prioritization of workload, appropriate staffing levels and classifications, organization structure, as well as audit approach.• Recommend improvements for preparing risk–based assessments, developing audit plans, conducting audits and reporting results.• Organizational Structure including staffing levels and allocation.• Developing a risk–based approach to meeting statutory responsibilities, ensuring appropriate auditcoverage while also identifying potential audits that would add value.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 14, 2026.
