Description
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain fixed fee price proposals from qualified consultants or firms to prepare a County-wide Indirect Cost Allocation Plan that will document overhead costs for all County departments, offices and agencies and aid in the recovery of indirect costs incurred by the County to support and administer Federal and State grant programs and to provide indirect cost information for a County-wide Comprehensive User Fee Study. Potential offerors for this RFP should have extensive experience, a knowledgeable background, and qualifications in the following areas: 1.1 Preparation of indirect cost allocation plans in compliance with 2 CFR Part 200 (formerly OMB Circular A-87) (Uniform Administrative Requirements, Cost Principals, and Audit Requirements for Federal Awards). 1.2 Preparation of cost allocation plans in accordance with Generally Accepted Accounting Principles (GAAP) as recognized by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).
