(1) Vendor needs to provide evidence–based substance use treatment and recovery support services to the government authority located in Providence, RI. – Provide one–time infrastructure enhancements that will add long–term capacity for substance use treatment and recovery supports organizations in agency. – Provide specific evidence–based substance use treatment and recovery support, focusing on expandingaccess to unserved and underserved populations.• Reduce the incidence of overdose and other adverse substance–related outcomes in the agency by:– Enhancing the long–term capacity of treatment and recovery support programs for people with opioid use disorder, stimulant use disorder, and related co–occurring conditions.– Increasing treatment and recovery support utilization, engagement, and completion among unserved and underserved populations by expanding access and reducing barriers to deliver high–quality, evidence–based substance use treatment and recovery supports.• Facility capacity: Capital renovations or updates to expand capacity to provide existing evidence–based practices, including upgrades to ensure compliance under the Americans with Disabilities Act (ADA) standards, and modifications necessary to implement new evidence–based programs.• Organizational capacity: One–time investments in technology, tools, and infrastructure that support the implementation of evidence–based programs (e.g., software, durable supplies, IT systems, and materials from program developers).• Staffing capacity: One–time investments to expand the number of trained or certified staff able to implement existing and new evidence–based practices, including training, certifications, and professional development.(2) All the questions must be submitted no later than October 2, 2026.
