22-046 Study Certification of Public Convenience and Necessity - RFP

PURPOSE OF STUDY The purpose of this Request for Proposals (RFP) is for the City of Naples to receive responses from qualified professional firms who specialize in fire and emergency medical services in the State of Florida. The City of Naples Fire-Rescue Department has taken great pride in providing life-saving services at the highest level since 1935. As trends in the fire service have seen Emergency Medical Services (EMS) workloads increase, Naples Fire-Rescue wants to ensure that the appropriate level of medical services to the community is being provided. EMS responses accounts for the majority of the incident volume for Naples Fire-Rescue, with over 4000 EMS calls responded to annually. Collier County EMS (CCEMS) is currently the EMS transport provider for the City of Naples. Naples Fire-Rescue provides Advanced Life Support (ALS) non-transport service from two (2) Fire Engines; one (1) Ladder Truck; and two (2) Squads with service delivery from three (3) strategically located fire stations. Under the medical direction of Dr. Ben Abo (City of Naples Fire-Rescue Department Medical Director), the Paramedics of Naples Fire-Rescue provide advanced life support services to its community. As with every other service, the goal of the City of Naples is to provide the highest level of governmental services to the residents and visitors of the City. This study is being conducted to analyze and determine if the City of Naples Fire-Rescue Department is currently providing the most efficient and appropriate level of emergency pre-hospital medical care within the constraints of the current EMS system. If not, what measures may be implemented in order to ensure that the highest level of customer service is being provided. Medical response is a critical factor in every community as a core service, and the EMS service Naples Fire-Rescue provides should be compared with comparable industry standards.
