EXTRA-79174 - USA (San Rafael, California) - Flood Risk Reduction Study Service - Deadline December 2,2026

(1) Vendor needs to provide flood risk reduction study service to the government authority located in San Rafael, CA. – The selected consultant will characterize existing and future flood conditions, evaluate mitigation alternatives, develop a preferred alternative to the 30 percent design level, prepare a FEMA benefit–cost analysis, evaluate environmental and historic preservation considerations, prepare a future FEMA Hazard Mitigation Assistance (HMA) grant subapplication based on the selected preferred alternative, and lead community engagement through the process.– The selected Consultant shall perform a technical flood study to support the alternatives analysis. This will include an analysis of current conditions and future conditions under higher sea levels, groundwater levels, and precipitation intensities.– The selected Consultant, in collaboration with agency staff, shall identify and evaluate flood mitigation alternatives that reduce existing flood risks while considering future climate conditions.– Identify and Screen Alternatives– Establish Evaluation Scenarios– Quantify Flood Reduction and Avoided Damages– The selected Consultant shall evaluate the preferred flood mitigation alternative in more detail, including developing the alternative to the 30% design level, preparing a more detailed cost estimate, and completing a FEMA benefit–cost analysis.– The selected Consultant shall evaluate the preferred alternative’s environmental, historic preservation, and social and community impacts to inform its viability, acceptability, preliminary design and future HMA subapplication.– The selected Consultant shall prepare a complete FEMA Hazard Mitigation Assistance (HMA) subapplicationpackage for the preferred alternative.(2) All the questions must be submitted no later than November 18, 2026.
