(1) Vendor needs to provide financial aid optimization, econometric enrollment modeling and recruitment strategy services.• Advise the university on scholarship and financial aid strategies using in–depth econometric analysis.• Provide multiple strategic approaches and forecast the anticipated effect of each approach on enrollment size, projected revenue, academic profile, yield, and other university–defined objectives.• Provide analysis and recommendations for resident and non–resident applicants, as applicable, based on relevant admissions criteria, peer institution benchmarks, enrollment objectives, market conditions, and university priorities.• Provide college–, program–, population–, or segment–specific scholarship modeling and strategy when requested, including analysis of alternative award levels or structures and their anticipated impact on enrollment, revenue, yield, academic profile, or other established objectives.• Develop, maintain, and refine econometric models that estimate prospective student behavior and expected enrollment outcomes.• Provide scenario modeling that enables the university to evaluate alternative financial aid, recruitment, market, or enrollment strategies before implementation.• Model performance, available data, student population characteristics, market conditions, or other factors materially affect the reliability or appropriate use of model outputs.• Provide market development analysis by individual academic unit and in support of overall University enrollment goals.• Support geographic expansion and market development using an econometric approach that considers past recruiting success, competitive conditions, future opportunities, expected return, and other relevant factors.(2) All questions must be submitted no later than November 11, 2026.
