For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Public Private Partnership Commission (PPPC) now invites sealed Proposals from eligible Proposers for the provision of a turnkey solution for the rehabilitation, upgrading, and commissioning of the Central Printing Facility including design, supply, installation and handover for full operational readiness. The machines are expected to integrate with Malawi’s existing National ID production environment in Lilongwe and support large-scale, continuous card personalization and the successful bidder must be able to complete installation of machines in Malawi at production site within 32 weeks as follows: Lot Number Description of Goods or Related Service Quantity Delivery Period 1 Provision of a turnkey solution for the rehabilitation, upgrading, and commissioning of the Central Printing Facility including design, supply, installation and handover for full operational readiness. 1 32 Weeks 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025, Seventh Edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%. 5.
