Description

Project Goal: The proposed rehabilitation of the Ferry St Bridge over the Quinnipiac River is intended provide long term serviceability of the existing mechanical systems, upgrades to the electrical systems for reliability and safety, and guarantee long term capacity of the load carrying superstructure. The expectation is this project will deliver mechanical and electrical systems which function with routine maintenance for an additional twenty years, and a seventy-five-year service life for the structural scope. Professional Services: The City of New Haven is requesting qualifications and proposals for design, design services during construction, review of shop drawings, and construction inspection services for the proposed Ferry St. Bridge over the Quinnipiac River rehabilitation project. Consultants must demonstrate previous project experience on a minimum of five movable bridge rehabilitation and/or replacement projects within the last ten years. Previous experience designing and administering Federally funded construction projects, as well as experience with the State and Local Bridge Program should be highlighted. Funding Source: The City is targeting the Federal Bridge Investment Program (BIP) for project funding. As a match to Federal funding the City will use local bond capital and is also engaging the Connecticut State Local Bridge Program. The project, and this Contract for design and construction support services, is contingent on the grant commitments from both funding sources. Once the grant commitment has been made this contract will be executed. There is a seventeen (17) month design period allowance provided in the schedule, which includes all reviews and permitting requirements. Consultants should familiarize themselves with the funding requirements for design, inspection, and reporting. Consultants must be familiar with the State and Local Bridge Program Manual, CTDOT Bridge Design Manual, AASHTO Bridge Design Specifications, and BIP grant requirements. The rehabilitation must provide an overall service life extension of twenty years and a load rating analysis must be performed to show a rating factor greater than 1.0 for CTDOT design vehicles. Overview of Project: This rehabilitation project is the result of issues identified during biennial inspections over the last two decades, load rating analyses performed in 2022, and supplementary inspections for preliminary engineering summarized in the addendum. The load rating identified several critical members at or near capacity during CTDOT designated vehicle train loading scenarios. The general scope of work for this project is outlined below – this outline is not intended to be comprehensive, a detailed and complete scope of work for the rehabilitation project will be determined after award of the contract and be based on Consultants research and field inspection work of the structure. Structural scope – new approach spans with deck and widened sidewalks. Substructure reinforcement and rehabilitation work as needed. Isolated structural rehabilitation, and selective demolition work to bascule spans. Scour counter measures as required based on scour analysis. Mechanical scope – thorough inspection, cleaning, routine maintenance of drive gear systems, breaks, motors, and shaft assemblies. Removal of live load shoe adjustment shaft and cap. Electrical scope – replace traffic gates on approach spans, add illuminated ‘STOP’ signs activated by bridge operator on approaches. Upgrades and modernization to bridge house lighting, HVAC, and surveillance. Replace existing switch gear with modern throw switch to transfer to auxiliary power when needed. Verify service life of submarine cable contacts. Add structure mounted conduit run from North-Eastern retaining wall to electrical room. Upgrade MCC within bridge house to modern systems. Architectural scope – Replace windows, doors, shades in bridge house. Reroof both bridge towers. Rehabilitate bathroom. Alter operator house layout as needed for new electrical systems. Painting scope – Full blast cleaning and painting of the steel structure. Lead testing should be done in advance during the investigation phase of the design.
