(1) Vendor needs to provide lottery operations and partner solutions.– Provide Lottery Operations and Services (“Lottery Solutions”) including, but not limited to, a Central Gaming System and solutions to support the Lottery’s mission.– Lottery Solutions shall be modular, flexible, scalable, and customized to suit the current and evolving business needs and requirements of the Commission’s Lottery. – Flexibility, third–party integrations, and adaptability are critical as the gaming environment.– Providing systems and solutions required in the Technical Proposal, “Cloud“ or “Cloud Computing“ means any model of information technology infrastructure, platform, or software delivery in which computing resources, including but not limited to, servers, storage, databases, networking equipment, or application processing are:– Delivered as a service from infrastructure owned, operated, or hosted by a third party undera Software–as–a–Service (SaaS), Platform–as–a–Service (PaaS), or Infrastructure–as–a– Service (IaaS) model, regardless of the network used by end users or point–of–sale devices to reach it; or– Private cloud,” “single tenant cloud,” “managed private cloud,” or similar terminology in which computing resources are virtualized, software–defined, or remotely orchestrated/provisioned through automated management tools or cloud management platform, regardless of whether such resources are dedicated exclusively to the Commission or shared among multiple teams.– Gaming System functions, including but not limited to, random number generation, draw management, ticket validation, and transaction processing are performed on the infrastructure.– Secure on–site and off–site storage of critical files, software, and back–up data, subject to approval of the Commission.(2) All the questions must be submitted no later than October 19, 2026.
