(1) Vendor needs to provide GIS consulting services to the government authority located in Castle Rock, CO. – Provide comprehensive GIS consulting services, including system assessment, governance and Standard Operating Procedure (SOP) development and ongoing managed GIS administration. • System assessment and stabilization:– Conduct a complete inventory of ArcGIS Online architecture: service endpoints, licensing, user configuration, and administrative roles.– Catalog all hosted layers, feature services, web maps, and applications with metadata and ownership documentation.– Review OpenGov / Cartegraph configuration: asset hierarchies, data models, synchronization workflows, and integration points.– Diagnose ArcGIS–to–OpenGov synchronization failures: identify schema mismatches, domain conflicts, and attribute validation errors.• Governance and SOP development:– Develop a tiered GIS Governance Framework defining roles, responsibilities, decision–making processes, and change control procedures.– Author written Standard Operating Procedures (SOPs) covering data creation and editing, attribute standards, schema change management, user roles and permissions, version control, and publication workflows.– Develop standardized QA/QC validation workflows with automated scripts or runbooks where applicable, include before–and–after quality metrics.• Ongoing GIS program management:– ArcGIS online administration: user management, licensing, performance monitoring, platform updates, and security configuration– Integration monitoring: proactive monitoring of ArcGIS–to–OpenGov synchronization, incident response and resolution.– Field workflow support: configuration and optimization of ArcGIS Field Maps collection workflows.(2) All the questions must be submitted no later than June 22, 2026.
