(1) Vendor needs to provide 911 clinician services to the government authority located in Spokane, WA.1. Behavioral health clinician integration:– Embed licensed behavioral health clinicians within the 9–1–1 network’s call–taking and dispatch operations, located on–site.– Participate in real–time review and assessment of incoming calls identified as potentially involving behavioral health needs.– Engage directly with callers to conduct crisis assessments, provide telephonic de–escalation, and determine the least restrictive and most appropriate response.– Recommend diversion to mobile crisis resources, co–deployed units, outreach teams, community–based services, or other non–first responder supports when safe and appropriate.2. Call triage and diversion protocols:– Coordinate with 9–1–1 call takers and dispatchers to ensure seamless integration of clinician–led decision–making during call processing.– Collaborate with the city to establish criteria for when a call should remain with law enforcement or Fire/EMS response due to safety concerns, medical emergencies or imminent threats.3. Mobile crisis team coordination:– Provide clinical consultation to mobile units before, during, and after deployment as needed.– Support expansion and refinement of behavioral health crisis capabilities to reduce unnecessary law enforcement and firefighter involvement.4. Community resource linkage:– Refer callers to appropriate services and support ongoing connection as feasible within the scope of emergency communications operations.(2) A pre–bid conference will be held on August 20, 2026.(3) All question must be submitted no later than August 21, 2026.(4) A contract period will be for one year.
