(1) Vendor needs to provide telecommunications portfolio management services to the government authority located in Elk Grove, CA. – Provide Telecommunications Portfolio Management Services to support administration, contract management, regulatory coordination, strategic planning, revenue optimization, and asset management of its telecommunications facility’s portfolio.• Administer and manage the agency's telecommunications facilities portfolio, including telecommunications facilities, co–location sites, and associated lease, license, easement, and use agreements.• Maintain complete and accurate records of telecommunications assets, facilities, tenants, agreements, insurance documentation, compliance requirements, and site characteristics.• Maintain telecommunications site maps, facility inventories, agreement databases, and electronic records necessary to support effective portfolio management. • Track lease terms, expiration dates, renewal options, amendments, insurance requirements, financial security requirements, and compliance obligations.• Review and evaluate new site requests, co–location proposals, facility modifications, equipment upgrades, lease amendments, and related telecommunications activities.• Evaluate proposals for compatibility with District operations, public safety functions, recreation programs, environmental resources, capital improvement plans, future District needs, and applicable District siting, design, concealment, screening, stealth, and compatibility requirements.• Review telecommunications facilities and tenant activities for compliance with applicable laws, permit conditions, lease obligations, insurance requirements and District standards.• Review telecommunications provider payments, rent schedules, reimbursement obligations, and related documentation to identify underpayments, missed escalations, unauthorized occupancy, billing discrepancies, and other revenue recovery opportunities.• Monitor and administer rent escalations, reimbursement provisions, revenue sharing arrangements, and other financial obligations associated with telecommunications agreements.– Facility Operations, Inspection, and Asset Management– Property Rights, Access, and Risk Management– Strategic Planning and Board Support– Dispute Resolution and Emergency Support• Portfolio activity and telecommunications facility status;• Lease renewals, amendments, market–rate adjustments, carrier requests, and pending actions;• Telecommunications revenue generated, revenue performance, market analyses, and revenue enhancement opportunities identified and implemented(2) All the questions must be submitted no later than July 10, 2026.
