(1) Vendor needs to provide enterprise SIP trunking, PSTN, numbering and 911 services to the government authority located in Stamford, CT.– Provide enterprise–grade session initiation protocol (SIP) trunking, public switched telephone network (PSTN) connectivity, telephone numbering, emergency calling, toll–free, messaging and related carrier services.– Base services:– Inbound and outbound SIP/PSTN calling.– Local, long–distance, international and toll–free calling.– Direct inward dialling (“DID”) number assignment, hosting, routing and porting.– E911 provisioning, address validation, location management and reporting.– Implementation and attestation management.– Caller ID name and number administration.– SMS/MMS enablement where required and permitted.– Fraud detection, call blocking, spending controls and international–destination controls.– Real–time or near–real–time call detail records, logs, dashboards and alerts.– 24×7 monitoring, technical support and carrier escalation.– Implementation, testing, migration, porting and project–management services.– Optional services:– Cloud–hosted SBC or SIP edge services.– Microsoft teams direct routing connectivity.– Contact–center carrier services.– Fax–over–IP or analog replacement services.– Short–code, messaging campaign or 10DLC services.– Robocall mitigation, reputation management and branded calling.– Disaster recovery numbers, alternate routing and temporary call–forwarding services.– Professional services for dialling plans, configuration and interoperability testing.(2) All the questions must be submitted no later than September 24, 2026.(3) The contract period will be for three years.
