Description
(1) Vendor needs to provide US space economy study service to the government authority located in Washington, DC.– This study will identify and justify a set of defined metrics that can support recurring federal assessment and provide policymakers with sustained insight into the growth, health, competitiveness, resilience, and emerging challenges of the ecosystem.– The Contractor shall provide research, analytical, and technical support to develop a comprehensive, repeatable, and evidence–based framework and recommended metric set for assessing the U.S. commercial space ecosystem. – The Contractor shall identify, evaluate, and recommend quantitative and qualitative metrics.– The measurement framework shall distinguish among:- Economic activity measures, describing the size and current economic activity of the ecosystem;- Economic outcome measures, identifying changes in commercial or ecosystem conditions; and- Ecosystem condition and trajectory measures, assessing underlying capacity, competitiveness, resilience, and long–term health.(2) This bid is Set–Aside for Total Small Business.
