REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) Country: Republic of South Sudan Project: South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Grant No.: E166-SS Assignment Title: Procurement of Project Accountant Reference No.: SS-MOED-559480-CS-INDV The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, and Upper Nile Region and Bahra-Gazal, in South Sudan. MoED intends to apply part of the proceeds for consulting services (“the Services”) which include Procurement of Project Accountant (Individual Consultant) assignment for a period of eighteen (18) months. MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand. 5. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications and copies of the appointment letter (s)/ Contract (s) of the current or most recent employment. 6. The individual consultant will be selected in accordance with the Open National Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria: i). Bachelor's Degree in Accounting, Finance, Commerce, Business Administration, or related field. ii). Professional accounting qualification (ACCA, CPA, CIMA, CIPFA, CA, or equivalent) at Part II level or above. iii). A Master's Degree in Accounting, Finance, Business Administration, or related field will be an added advantage. iv). Minimum five (5) years of progressively responsible experience in accounting and financial management. v). At least three (3) years of experience in donor-funded projects, international organizations, NGOs, government projects, or development institutions. vi). Demonstrated experience in accounting software and ERP systems. vii). Experience with Odoo, ERP systems, World Bank-financed projects, or public sector financial management systems will be a strong advantage. viii). Experience in preparation of bank reconciliations, financial reports, audits, and fixed asset management 7.
