ACCT-27196 - USA (West Sacramento, California) - Special Tax and Assessment District Administration Services - Deadline November 27,2026

(1) Vendor needs to provide special tax and assessment district administration services to the government authority located in West Sacramento, CA.– Prepare an annual special tax levy report to include a) annual budgets for each district: b) review of fund balances to identify any surplus funds; c) debt service requirements; c) delinquency summaries; d) related recommendations or issues.– Maintain and periodically update an electronic database containing parcel basis data and annual special tax levy amounts.– The proposer shall calculate the maximum special tax rates by adjusting the previous years’ rates as specified in the rate and method of apportionment of special tax for each district.– Provide city with draft district budgets to be approved prior to county submittals.– Provide levy instalment information for each parcel, formatted in the required configuration to the county auditor–controller’s office for placement on the property tax roll.– Prepare manual billings for parcels that the county auditor controller’s office does not apply to the tax roll.– Provide a toll–free number to field inquiries from city staff, property owners and other interested parties regarding special tax or assessment instalments and related information.– Calculate written prepayment quotes for parcels within the facilities districts.– Perform required bond call spreads for city approval and coordinate the early redemption of outstanding bonds.– Be available to attend council meetings as needed.(2) All the questions must be submitted no later than November 13, 2026.(3) The contract period will be for two years.
