(1) Vendor needs to provide feasibility, developer procurement, construction oversight and owner representation services to the government authority located in Booneville, MS.– Review existing property information, including unit mix, site configuration, Capital Needs Assessment, operating information, utility allowances, rents, maintenance history, reserves, and available Authority funds.– Prepare or review preliminary sources and uses, debt capacity, tax credit equity assumptions, developer fee assumptions, reserves, operating expenses, replacement reserves, gap funding needs, and feasibility scenarios.– Assist in establishing an owner–preferred scope objective that prioritizes long–term systems replacement and reduces future maintenance burden.– Review proposed developer scopes, preliminary budgets, value–engineering proposals, allowances, contingencies, alternates, and reserve assumptions to determine whether they are adequate for long–term operational needs. – Procurement support for studies and professional services.– Review developer experience, proposed financing approach, development team, construction approach, resident impact, fee assumptions, ownership structure, and long–term asset management posture.(2) The contract period will be for two years.
