(1) Vendor needs to provide strategic plan consulting services. – Provide professional facilitation, community engagement, analysis, and strategic planning services to develop a practical, measurable, and actionable five–year Strategic Plan.– Develop and facilitate a community engagement program that identifies individuals, organizations, and groups whose perspectives are important to the development of the Strategic Plan.– Facilitate the development of the agencies:• Mission• Vision• Organizational values• Strategic priorities• Strategic objectives• Performance measures• Implementation strategies– Develop an implementation framework that enables the agency to translate the Strategic Plan into annual work programs and measurable results.– Present the Draft Strategic Plan to agency staff and facilitate a collaborative review session.(2) All the questions must be submitted no later than August 20, 2026.
