(1) Vendor needs to provide health insurance consultant services to the government authority located in Fitchburg, MA.– An experienced health insurance consultant to provide expert advice and assistance concerning municipal health care issues, including but not limited to state Health Care Reform, GASB 75 and the Affordable Care Act.• Assist the City in surveying the marketplace to determine if the current carriers’ proposed rates are competitive with other carriers’ rates.• Advise the City of changes in federal and state legislation that may have an impact on the costs, timeframe and/or administration of the City’s health benefits program; providing interpretations regarding compliance with the statutes.• Advise the City on issues subject to collective bargaining relevant to benefits–related costs, proposals or related matters.• Advise the City regarding emerging factors concerning retiree group health obligations.• Advise the City of innovative products and processes new to the market.• Advise the City regarding the enhancement of benefits that might be financially feasible to add to the City’s Health Insurance Plan.• Review and analysis of annual renewal proposals by health insurance carriers with recommendations to the City regarding financial arrangements, rates, risk levels, payment arrangements, terms and conditions, and related matters.(2) All questions must be submitted no later than October 29, 2026.
