(1) Vendor needs to provide cloud–based transit planning software. – Provide transit planning cloud–based software.– Software will be used to support the planning, evaluation, visualization, and analysis of transit routes and service scenarios.– Software will enable staff to design and assess service changes, estimate operational impacts, produce quality maps for communication of service impacts, delays, detours, and concepts to both internal and external stakeholders.– Software should be user–friendly and easy to operate.– Map–Based Network Editing:• Interactive map interface for route creation and modification.• Quick modification of routes and stops.• Visualization of routes and service patterns.– Street Network Integration:• Ability to drag and edit routes in a way that snaps to roadway network.• Automatically calculate distances and time estimates along network.– Scenario Planning and Analysis:• Evaluate network coverage and accessibility.• Integrate American Community Survey (ACS) data into the scenario planning and analysis functionality.• The system should enable analysis of transit scenarios using demographic and socioeconomic data, including ACS data, to assess service coverage, accessibility and equity impacts.– Data Integration and Standards:• Import spatial datasets represent routes, stops, or street networks.• Export route networks, stops, and service metrics for analysis or GIS use.– Visualization and Communication:• Interactive map visualization of routes, stops, and service scenarios.• Tools to communicate network changes or impacts due to service changes, detours, or route modification concepts.• Ability to export maps for the purpose of public announcements and outreach.(2) The contract period will be for three years.
