DAI is seeking highly qualified candidates for the following position: Investment and Business Development Specialist Project: F4J – Finance for Jobs Project Expected Start Date : July 15, 2026 Level of Effort: 12 months Location: Ramallah, Palestine Project Overview The Finance for Jobs (F4J) series of projects started in 2017 with the overarching objective of mobilizing private investment in high-potential sectors and generating job opportunities across the West Bank and Gaza. Currently, F4JII & F4JIII are being implemented by DAI on behalf of the Ministry of Finance & Planning (MoFP) and funded by the World Bank (WB). The project includes three main interventions: the Investment Co-Financing Facility (ICF), the Development Impact Bond (DIB), and the Emergency Response Program (ERP). Under the ICF, F4J co-finances private sector investments following detailed due diligence, financial and economic analysis, and business planning. To date, 22 investment projects have been supported. The ERP focuses on strengthening the resilience of SMEs in the West Bank affected by the current crisis, particularly in agribusiness, food processing, agriculture, input supply, import substitution, and light manufacturing. It aims to sustain businesses and protect jobs, with 40 SMEs supported so far. The DIB component includes training activities that require enhanced monitoring of social safeguards to ensure compliance with World Bank environmental and social standards. Objectives The Investment and Business Development Specialist will work with the F4J team to build a pipeline of sound investment projects and SMEs (under ICF &ERP) that have substantial economic and social impact on society and follow up on their implementation and performance. Main Tasks & Responsibilities Follow up with ongoing beneficiary SMEs to collect required supporting documents and data. Conduct site visits to beneficiary SMEs to verify implementation progress and ensure proper follow-up. Develop and maintain a pipeline of affected SMEs and assess their needs for potential support. Establish a pipeline of job-focused private sector investment projects. Conduct business and financial analysis to assess the commercial viability of potential investments; this includes undertaking the necessary due diligence, financial modeling, and risk and cost-benefit analysis to substantiate the potential value of private sector investments. Conduct social and economic cost-benefit analysis of investment projects, including evaluation of the economic benefits and the social rate of return of selected job-focused private investments. Provide technical guidance for investors/applicants and ensure the feasibility of their investment proposals. Prepare the required documents for potential investment deals. Monitor investment projects’ implementation and performance. Prepare investment memos, research papers, PowerPoint presentations, and project proposals. Prepare any report related to the project achievements. Coordinate and provide support to other project teams, including M&E, procurement, E&S, and finance, to ensure effective implementation and alignment of project activities. Location and Reporting: This position will be based in Ramallah and report to F4J’s Project Manager. Regular travel to projects locations in the West Bank. Timeframe: One year on a full-time basis, extendable on a yearly basis to the full length of the project, subject to annual satisfactory performance and availability of funds. Qualifications At least BA's degree, or equivalent, in Business Administration, Finance, or related fields. At least 5 years of relevant professional experience in the financing of private sector investments, including hands-on experience conducting business planning and analysis, financial modeling, risk analysis and mitigation, due diligence, negotiating financing deals, and preparation of related documentation. Track record of preparing business plans and conducting investment and cash flow analysis. Ability to build, adjust, and apply financial models of business investments. Excellent communication and negotiation skills, Excellent knowledge of the Palestinian business environment, including potential investments. Excellent English writing skills.
