(1) Vendor needs to provide temporary assistance service for needy families jobs program to the government authority located in Phoenix, AZ. – Modernize service delivery through the Fiscal Responsibility Act (FRA) pilot framework. – Temporary Assistance for Needy Families (TANF) Jobs Program should support operationalization, data tracking, or service delivery models to structurally align program workflows to influence long–term federal National Directory of New Hires (NDNH) metrics.• Provide activities and assistance in support of finding, entering or retaining a job for individuals, or groups.• The service coordination and employment services of the TANF jobs program is to modernize the delivery of public assistance by transitioning from a process–driven compliance model to a results–oriented framework focused on long–term economic mobility.• Reduce the incidence of poverty across agency by supporting families in obtaining and retaining sustainable employment, fostering permanent economic mobility, and enhancing overall family well–being.• Increase permanent unsubsidized employment outcomes and improve job retention through customized engagement plans that prioritize the resolution of stability milestones over rigid process driven hourly compliance.• Reduce dependency on assistance through employment and earnings progression facilitated by individualized, growth–focused service coordination.• Support family stability by increasing household income and empowering parents to provide better care for their children.• Increase community involvement, linkages to training opportunities, and coordinate and integrate services within the Workforce Innovation and Opportunity Act (WIOA) framework.(2) Pre–bid meeting will be held on September 1, 2026.
