(1) Vendor needs to provide franchise fee study service to the government authority located in Encinitas, CA.• This study will identify all municipal costs eligible for recovery, quantify those costs, and generate a draft and final report with recommended fees based on eligible recoverable costs.• Scope of work will include a review of legal framework necessitating the study, workingclosely with city staff to identify and collect eligible cost data, regular update meetings, andpreparation of a draft and final report.a. Identify eligible recoverable costs associated with the Program.b. Quantify and allocate eligible costs in the context of a franchise fee.c. Provide fee implementation guidance.d. Deliver a final report suitable for legal and City Council review.• Project initiation & legal reviewi. Kickoff meeting; confirm scope and timeline.ii. Provide overview of relevant statutes, case law, and ordinances; summarizelegal constraints.• List candidate cost categories (administration, enforcement, facilities, capital,maintenance, education and outreach, environmental compliance, otheroverhead).• Collect and validate datai.
