Upgrade Windows at St. Paul’s Villa (Consultancy Sevices)

The Onward Homes Society is seeking proposals from qualified professional engineering or building envelope consulting firms to provide comprehensive design, procurement, and contract administration services for the full replacement of window assemblies at a 50-unit residential building located in St. Paul, Alberta. The primary objective is to improve thermal performance, address moisture infiltration, and modernize the building envelope to extend the facility's lifecycle. The procurement is for professional consultancy services. The successful proponent will act as the Owner’s representative, encompassing engineering and design, site condition assessments, technical specifications for new window systems, production of stamped and code-compliant construction documents, procurement support, development of tender packages, technical evaluation of contractor bids, recommendations for award, construction administration, oversight of installation, quality assurance, shop drawing review, and project close-out documentation. Proponents are requested to include in their submission an itemized fee structure broken down by project phase, a proposed timeline aligned with project completion requirements, and any value-add recommendations for high-efficiency glazing configurations suitable for the local climate. All responses must be submitted electronically via the Alberta Purchasing Connection portal by the closing date and time specified in the solicitation document. All technical questions regarding this opportunity must be submitted in writing via the portal messaging system no later than the specified number of business days prior to the closing date. A site visit will be held on the date and time noted in the schedule, and proponents are required to confirm attendance via email to the Project Lead.
