(1) Vendor needs to provide home energy assistance program services to the government authority located in New York.• To interviewing and assisting regular and emergency home energy assistance program services (HEAP) applicants and recipients via telephone.• The hours of operation for HEAP are 8:00 AM – 4:00 PM Monday through Friday.• Ample phone lines; a reliable internet connection; free staff parking; and, an adequate plan for site and routine property management (e.g. snow plowing, building supplies, etc.).• Provide an appropriate number of full–time, seasonal HEAP Intake Specialists to interview HEAP applicants, process applications for both regular and emergency HEAP, screen applicants, determine program eligibility, request and track documents, process paperwork, perform data entry operations, and submit approved transactions to agency within the specified time frames in order to facilitate payments to the appropriate utility and energy vendors.•  Provide one clerical staff member to answer phones, disseminate information regarding program requirements, provide initial screening to determine appropriate method of program access, schedule appointments for HEAP phone interviews, scan, login and track applications and perform other clerical activities including mail processing, filing and record keeping.• Assume payroll responsibility for HEAP Alternate Certifier staff.• Adhere to all required performance measures and ensure timely reporting of the results in the County’s online contract management system.(2) All questions must be submitted no later than June 19, 2026.
