(1) Vendor needs to provide build and maintain individual management software.• Produce a fully tested SaaS solution that supports the submission and review of a large number of applications within a short period of time. – Provide eligibility and identity verification, utilizing AI to the extent possible to speed processing while maintaining privacy protections, data security, and accuracy. – Provide robust fraud prevention measures. – Ensure timely, accurate, and secure transfer of applicant eligibility and payment data files. – Provide an electronic repayment platform that meets State requirements or integrates services with a State–sponsored payment portal. – Provide customer support to applicants with an adequate staff support team available 9am–5pm five days a week Eastern Standard Time to answer questions and concerns via email and telephone in a timely manner. – Provide reports, dashboards, and other visualization features that allow agency to track program activity, applicant characteristics, and outcomes in real–time. • AI–Enabled Features– To prevent administrative churn, minimize staff time spent on repetitive manual tasks and focus human reviewers on the most complex issues, the Offeror will provide assistive AI–enabled product features supporting eligibility determination. – Such features may combine discriminative, generative, and agentic AI technologies. Examples of such assistive tools include:– Document processing and verification, including the interpretation of document structure (beyond basic parsing), confidence scoring, and routing low–confidence results to human reviewers. – Generation of application summaries (abstracts) from a range of sources, including structured administrative data, sets of documents, notes, chats, and activity logs. – Mapping of generated summaries to provisions of the law (policies and procedures). – Generation of recommendations supporting eligibility determination by human decision makers. Such recommendations may flag discrepancies, prioritize next actions, and outline preliminary determinations. (2) The contract period will be for Three years.(3) All the questions must be submitted no later than November 4, 2026.
