(1) Vendor needs to provide financial feasibility consultant services to the government authority located in Miami, FL. • Evaluating the ability of the agency to generate revenues sufficient to satisfy debt service coverage requirements.• Evaluating rate covenant compliance and rents, fees and charges for Port Authority Properties (PAP) facilities and services. • Recommending rents, fees and charges for the airport system, in conjunction with each debt issuance.• Evaluating the financial impact of facilities constructed with agency revenues other than bonds issued under the trust agreement, to determine whether the agency still satisfies its debt services coverage requirements. • Evaluating the financial impact of facilities constructed with agency revenues and turned over to the agency, to determine whether the agency satisfies its debt services coverage requirements.• Provide services which include financial analyses:– Trustee issues.– Plan of finance preparation.– Preliminary official statement preparation.– Airline rates and charges calculations.– Airline lease agreement or MAAC issues.– Passenger Facility Charge (PFC) revenue program.– Annual operating budget assistance.– Monitoring agency’s cash balances.– Performance sub–account assistance.– Rating agency update assistance.– Capital Improvement Project (CIP) financial projections.• Other financial analyses as necessary to support compliance with debt covenants.• Provide all services required of, and all obligations on, the traffic engineer in the trust agreement.(2) Pre–bid meeting will be held on November 16, 2026.
