(1) Vendor needs to provide medicaid eligibility and enrolment system maintain and operate services. – Solution is the Territory’s Medicaid Eligibility and Enrollment (E&E) platform and is currently undergoing an upgrade to Cúram Social Program Management (SPM) version– Developing, enhancing, and operating benefit eligibility systems, including systems built on the Cúram software platform– Provide a user–friendly, mobile–responsive, and dynamic application experience– An efficiency–focused, creative approach across enterprise program management, governance, business operations support, streamlined paperless processes, and continuous system improvement.– Maintain CMS’s SMC: Validate all CMS and Territory–based E&E Outcomes specified in the attached Outcome Traceability Matrix (OTM) workbook.– Enhance Productivity: The system should enhance productivity for all agency staff with automated processes, approval workflows, reporting and applicant communication.– Enforce Compliance: Automate the 30–day MAGI Reconsideration period.– Enhance Interoperability: Establish batch and/or real–time compliant interfaces with the agency and local systems to improve Ex–Parte renewal rates.(2) All questions must be submitted no later than July 6, 2026.(3) The contract period will be for five years.
