EXTRA-75287 - USA (Juneau, Alaska) - Cost Driver Study Service - Deadline September 18,2026

(1) Vendor needs to provide cost driver study service to the government authority located in Juneau, AK. – The study and report shall include, but not be limited to, an examination of personnel costs, including wages, benefits, vacancy rates, staffing schedules, recruitment and retention challenges, overtime expenditures, and contractual labor obligations; inmate medical, behavioral health, pharmaceutical and specialty care costs; relevant inmate transportation costs; facility maintenance expenses; departmentwide internal agency expenditures such as core service chargebacks, leases, information technology, etc.– The independent contractor shall identify and prioritize the Department's principal cost drivers (and underlying causes) and, where practical, estimate the relative fiscal impact of each driver on current and projected expenditures.– The independent contractor shall identify and recommend opportunities to improve operational efficiency, enhance service delivery, and reduce long–term costs while maintaining public safety, employee safety, and compliance with constitutional, statutory, regulatory, and court–ordered requirements.– The independent contractor shall identify both opportunities for cost savings and investments that may increase near–term expenditures but are reasonably expected to reduce long–term operating costs, improve operational outcomes, or mitigate future fiscal risk.(2) All the questions must be submitted no later than September 8, 2026.(3) Pre–bid teleconference will be held on September 2, 2026.
