– Vendor needs to provide financial advisor service to the government authority located in Smithsburg, MD. – Providing financial advisory services to municipal corporations and counties for special taxing district, tax increment financing, and combined tax increment financing and special taxing district debt issues in the past ten years.– Analyze the financial wherewithal of the developer to undertake the proposed infrastructure improvements and the vertical development, including analyzing proof of funding available to the developer.– Analyze any third–party reports such as market studies concerning the proposed vertical development and engineering reports concerning the proposed infrastructure improvements.– Provide any other customary financial advisory services relating to a special taxing district financing.– Review and advise the Town regarding the special taxing methodology to be prepared.
