(1) Vendor needs to provide comprehensive card solutions for purchasing, travel, emergency payroll/disaster disbursement, other epayables, and related financial services to the government authority located in Georgia. – Deliver a secure, configurable commercial card program including purchasing cards, travel cards, electronic/virtual card solutions, and emergency payroll/disaster disbursement cards supported by an online program administration platform that enables public agencies to issue and manage accounts, establish spending controls, process card–based payments, and monitor and reconcile transactions.– The proposed solution(s) shall be a fully functional, user–friendly, secure, configurable, and scalable card–based payment program that supports authorized public agency purchasing and payment activity while complying with applicable laws, regulations, agency policies, and public–sector internal controls.• Establish and administer spending controls (transaction limits, cycle limits, Merchant Category Code (MCC) restrictions, and other configurable parameters).• Process authorized payments via physical cards, virtual/electronic cards, and other approved card–based methods.• Monitor, review, and reconcile transactions through program administration and reporting tools.• Generate spend analytics, transaction reports, and audit–support files.• Maintain compliance with public purchasing policies, internal controls, approval workflows, and financial/audit requirements.• Administer the program through role–based access, account hierarchy management, and related governance features.1.
