(1) Vendor needs to provide outside school time programs service to establish or expand out–of school time programs that provide students with academic and non–academic opportunities during those times school is not in session including tutoring and mentoring, homework help, academic enrichment, music, arts, sports, cultural activities, and community service opportunities to the government authority located in Delaware.• Attendance, including strategies and measurable outcomes related to reducing chronic absenteeism;• Student discipline, including strategies to improve student behavior and reduce disciplinary incidents; and• Academic achievement, including measurable growth in English Language Arts (ELA) and Mathematics.– Staffing: – Staffing estimates should be based on the following.• For K–3 programs, one certified teacher and one aide for every 25 students.• For middle school programs, one certified teacher and one aide for every 30 students.(2) All question must be submitted no later than November 2, 2026.
