(1) Vendor needs to provide benefit broker services to the government authority located in East Boston, MA.– Employee benefits broker to provide advice and assistance in the review and on–going assessment and analysis of employee and retiree benefit plan programs.– Assist with evaluating and implementing outsourced solutions for leave management, COBRA administration, employee assistance program.– Evaluate proposals and identify and make recommendations of high value proposals from benefit providers.– Participate in the development, negotiation and implementation with benefit providers and administrators on matters such as premium rates, service, benefit levels, plan design, performance standards, special terms and conditions.– Review and analyze all benefit plan provider agreements for compliance with all applicable federal and states laws.– Develop benefits guides and open enrollment materials and serve as lead presenter at annual open enrollment meetings.– Provide consultation, research and responses on matters such as plan interpretation, claims, billing and other matters that may arise during the normal course of business.– Assist in identifying and developing voluntary health and welfare benefit offerings.– Develop and assist with the development and evaluation of employee needs and satisfaction surveys and focus groups.– Serve as a source of general expertise for various benefit issues the authority may encounter, and provide cost–effective solutions to complex and challenging benefit issues.(2) All questions must be submitted no later than July 9, 2026.(3) The contract period will be for one year.
