House Bill No. 2010, Section 10.730 designates the funds to go to the Vendor. "For a non-governmental, previously established local FIMR team in a city with more than four hundred thousand inhabitants and located in more than one county will be allowed to operate independently of the state program with a separate IRB to review select zip codes in a city with more than four hundred thousand inhabitants and located in more than one county, but will utilize standards and methods of review established by the Department, coordinate with the state FIMR Program and regional FIMR teams, and submit all outcomes, findings and data for their areas of purview to the state program ." S27-023
