(1) Vendor needs to provide environmental consulting services to the government authority located in Northampton, PA.• The Environmental consultant must have prior with setting up and managing brownfield programs, conducting brownfields inventory, community outreach, developing quality assurance project plans, corrective action plans and working with the EPA regarding solid waste and brownfield assessment and remediation, and redevelopment planning.• Incorporate the revolving loan fund into the list of financial incentives for brownfields redevelopment.• To develop a self–sustaining revolving loan fund program to provide funding for brownfields cleanup projects.• To address environmental justice issues by focusing lending activities in enterprise zones and other regionally designated environmental justice areas.• Generic Quality Assurance Project Plan (QAPP).• Site specific QAPPs.• Sampling and Analysis Plans (SAPs).• Health and Safety Plans (HASP).• Site investigation reports.(2) All questions must be submitted no later than November 10, 2026.
