Statutory & Regulatory AuthorityThis sole–source commercial acquisition valued at or below the simplified acquisition threshold is conducted under the authority of the Revolutionary FAR Overhaul (RFO): FAR 12.201–1 and supported by RFO FAR 6.103–1 (“Only one responsible source and no other supplies or services will satisfy agency requirements“).4. Requirement Description & ScopeSummary of Requirement: This requirement is for a one–time, firm–fixed–price purchase of proprietary MALDI Biotyper (MBT) software modules. These commercial software licenses are required to upgrade an existing Government–owned Bruker Biotyper instrument (ECN 223513). The legacy software currently installed lacks the mission–essential capability to perform sub–species microbial speciation of foodborne pathogens. Bruker Scientific, LLC is the sole developer and provider of software modules compatible with the existing Bruker Biotyper platform, and no other source can provide legally and technically compatible software for this system.Location/Place of Performance: Food Analysis and Diagnostic Laboratory (FADL), JBSA Fort Sam Houston, Texas 78234.
