MMCAP is operated by the State of Minnesota (“State”) Department of Administration’s Office of State Procurement (“OSP”) and is governed by Minnesota laws and procurement policies, as well as applicable federal guidelines and statutes. MMCAP requests proposals to result in a Contract (also known as a “Master Agreement”) for qualified, full-line distributors that will provide medical supplies, equipment, and related services to all Members throughout the United States. It is expected that Responders will provide their entire catalog to the Membership, including, but not limited to, key categories such as gloves and personal protective gear; needles and syringes; wound care products; patient point of care testing; specimen collection and supplies; hospital furnishings; breast pumps; surgical instruments; etc. In addition to products, Responders are encouraged to include additional service offerings in their proposal, such as, but not limited to third-party logistics and/or strategic storage; white glove delivery, installation, and/or removal; direct-to-patient shipping services; equipment maintenance and repair; software; custom kitting solutions; etc. Responders may subcontract to ensure all necessary products and services are available and provided, so long as those arrangements comply with the requirements of this RFP and resulting agreements.
